As to ranking systems, 2 more options to make them to work a bit more effectively: a) give people a limited set of randomly selected ideas to vote for b) let people vote in a limited set of pairs (one idea compared to the other) Of course, in both cases, the number of votes needs to be significantly higher than the number of ideas. Still in that case, the (overal) relative degree of agreement with an idea should only be visible to the user after he casts...

Tim, I think that exposing the relative degree to which participants may or may not agree with a statement is a step further. But it still introduces a bias in the process. In this case, I believe that the relative degree of agreement should only be visible to the user after he casts his vote or at the end of the deliberation process itself.

I was going to reply to Paul's comment and this actually became a post. Having suggested the idea of inversed tag clouds as a means to enhance serendipity, Paul pointed out two cases in which serendipity can be desirable: 1) where you know that all the entries are of a certain standard and 2) where the most popular ones are likely for that reason to be less interesting. The use of websites by governments as a means to increase budgetary transparency by providing easily accessible information doesn’t stop growing. The Center for Fiscal Accountability does a great job by periodically tracking these initiatives across the United States and its latest update, in March, provides a listing of 26 websites that have gone live since 2007. I totally agree with you Simon, and the data that we are going to get from this is incredible. Related to your point, for instance, by seeing how citizens' preferences are matched at the national / European level we can see to what extent territorial constituencies are still relevant when it comes to representing citizens' preferences at the European level.

Paul, Just to clarify, when I mentioned delivering “substantive results” it does not necessarily mean that citizens have an actual role in saying what gets cut and what doesn’t. In this context, substantive results means providing meaningful feedback to the citizens on how their inputs were treated. By the way, I forgot to mention that this year's version of the e-PB of Belo Horizonte phone voting will also be possible. Citizens just need to dial a tool free number and, after providing their electors' number, they will be able cast their votes.

Dear Paul, I will try to answer your comments in parts: 1) Even though the traditional PB (offline) has a much bigger budget, its public works are of smaller scale, on average 126 public works of US$ 340.000 each. The e-PB consisted of only 9 works of US$ 1.2 million each.
