    After recent financial disruptions on private national banks and the role that governments were forced to assume (“paying the bill”, protecting savings, the big and small, etc.) it is also important to re-think some of the mainstream ideas of last decades about the functions of the public sector. Weak or strong regulation?  Where? More competition or more regulation? A different regulation? More or less independent?

    How to introduce more flexibility and openness in public sector and at same time respecting competition rules? How to  combine more flexibility  with more accountability, which means frequently more strict rules in what respect public biddings, more ex-ante and ex-post controls by accounts office, more political responsibility?
