Shared services has no evidence to support it, apart from economies of scale. Unfortunately economies of scale is a myth. It is now possible to see why setting targets and all other arbitrary measures is so dumb, based upon no knowledge.     John Seddon introduces private sector clients who explain why they first tried and then rejected front office/back office shared services. They explain that the thinking and assumptions, based upon economies of scale, are flawed, and a better set of assumptions are economies of flow. This is important evidence that will save public sector organisations millions of pounds, and huge volumes of time and effort. See the video at the Systems Thinking Review

    Systems Thinkers know that benchmarking is the wrong thing to do. In effect copying, it undermines learning. And yet this is at odds with the Audit Commission and the concept of beacon councils. Paul Buxton argues that whilst benchmarking sounds like a plausible method for improving service, actually it harms service quality and hampers learning. Learning with good method allows for real learning to be focused upon your own systems. Read the article here.
