    I agree especially about your third point, empowerment. For example, in urban technologies (like transportation), many of the problems are too complex and overwhelming for government to solve alone. One reason is that they are not necessarilly technological problems, but rather social problems, e.g. how to implement difficult political choices. I am working on an application that tries to get urban residents involved by teaching them about public transport (with a game and wiki best practices...
