This is a very interesting piece. It does, of course, raise more questions about how we should engage with citizens and design our services. I have had a similar discussion within the Digital Engagemnt space and a copy of a think piece is posted here: http://bit.ly/MMjqA
I have seen a form of story telling used very successfully in private sector businesses as a means of idendifying problems with process mapping, customer liaison and interdepartmental communication. The dialogue established through social media channels and the "story telling" motif of social media technologies holds real potential.
Of course, there is little point in giving people a voice if the voice is not heard!
